Project Overview

SMA was appointed by Barratt Homes (Southern) to deliver the civil engineering design for Phase 2 of the Park Prewett development in Basingstoke, comprising 285 residential dwellings. The project required detailed design of below-ground drainage and external works, including integration with existing infrastructure delivered by a neighbouring developer.

Situated on a steeply sloped site, the scheme required advanced coordination of levels, drainage, and access, while meeting planning, environmental, and building regulation requirements.

Key Challenges

  • SuDS Integration: Adapting the sustainable drainage strategy to connect with the drainage systems already established in the neighbouring phase, ensuring system-wide performance and regulatory compliance.
  • Complex Site Topography: Steep gradients across the site required detailed levels modelling and private drainage design to support the layout of timber-framed houses, which have limited tolerance for water ingress.
  • Drainage and Legal Agreements:
    • Securing Section 38 agreement for adoption of new infrastructure
    • Designing and coordinating a foul sewer diversion through the site
  • Stakeholder Engagement: Extensive coordination with a wide group of stakeholders, including the Environment Agency, Lead Local Flood Authority, Thames Water, the Parish Council, and the adjacent developer, David Wilson Homes.

SMA’s Role and Services

SMA provided full civil engineering consultancy and coordination services, including:

  • Hydraulic and drainage modelling
  • Detailed civil engineering design for infrastructure and plot-level works
  • Preparation and technical approval of Section 38 agreements
  • Technical support for planning and building regulation condition discharge
  • Coordination of third-party design inputs and engineering teams
  • Ongoing liaison with regulatory bodies, neighbouring developers, and contractors to ensure smooth project delivery
